Without any cost to yourself you can ask the planning department at your local council exactly what criteria you need to meet to comply with legislation.
When you have found a suitable premises then again the fire brigade will come and inspect it and advise you.
Certainly you will have to apply for certification and that will cost you but before you make that application your local council and the appropriate services will offer you assistance.
Working with the authorities from the start will give you far more support than just doing the job from advice from other sources then applying.
There is no need to be afraid of them, they are public servants paid for by the public purse and if you are going to enhance the area you live and work in by offering accommodation to others why on earth would they be other than helpful to you.
